Eden believed that the United States should take the initiative in this process. The Soviet Union, which showed no signs of having formulated any definite views of her own at this stage, did not object. The result was that, throughout the discussions which followed, the United States took the initiative, formulating proposals to which the others reacted. And the UN Charter, as it finally emerged, was an only slightly modified form of the original US plan. Between December 1943 and February 1944 the US State The Planning of the Charter 25 Department prepared a relatively detailed plan for the new organisation.
The Big Five therefore stood firm on this. The most they were willing to allow was that a special conference to review the Charter might be called, free of veto, if demanded by a two-thirds majority. It was agreed that after ten years the possibility of holding such a conference should be considered, but a Canadian proposal that a conference would anyway be held at that time was turned down. The dominant role accorded to the Council at Dumbarton Oaks was maintained. The powers of the Security Council in securing the peaceful settlement of disputes were even strengthened.
3 The San Francisco Conference Even before San Francisco, while the war was raging, new international organisations had been formed for particular purposes. It was hoped these would eventually form part of a wider United Nations system. Already in 1943 the United Nations Relief and Rehabilitation Administration (UNRRA) had been established to help restore and supply the devastated areas of Europe occupied by the advancing Allied armies. In the same year, a United Nations conference on food and agriculture was held at Hot Springs, Virginia, and led to the establishment of the Food and Agriculture Organisation (F AO) in the following year.
