Elections to the parliament were purely cosmetic and the parliament met just twice a year to approve decisions already made by the party leadership. In fact, it was the Politburo of the PLA which was the real decision-making body of the state. It is sometimes argued that there is no such thing as a ‘totalitarian’ regime, in the sense that it is not possible for a state to control every single aspect of the lives of individuals and society. Albania, however, came close to such a state with the widespread and brutal repression and violation of basic human and political rights.
The third reason why Central and East Europeans have been attracted to Europe is that the European Union, as a zone of political stability and economic prosperity for the past fifty years contrasts so much with the turmoil of the Balkans region and other parts of the former communist bloc which accompanied the disintegration of the Soviet system.
